Current contract with the State of California to assist in organizational development of the Department of Developmental Services, Office of Protective Services. Current contract with the Orange County Health Care Agency to develop regional police partnerships with mental health clinicians. The Westminster Police Department was recognized, along with partner organizations, with a “Community Policing Award” in 2008, from the Orange County Human Relations Commission, for establishing the Orange County Human Trafficking Task Force. Managed the City’s contract with the Orange County Fire Authority. 1) Completed negotiations to retain continued service from the OCFA. 2) Oversaw emergency transport providers and conducted an RFP process, bidder conferences contract award process. Conducted a needs assessment, oversaw design and broke ground on a new police facility of 92,000 square feet, replacing the previous facility of 30,000 square feet. Managed major incidents, including civil unrest, flooding, and large-scale demonstrations (1999). INTERIM CITY MANAGER Duties included providing leadership, administrative direction and support to all City operating departments; implementation of City Council policy and ensuring effective municipal service delivery to a demographically diverse community. Management of general fund budget of $37 million. Management of special revenue, capital projects, redevelopment and enterprise fund budgets in excess of $50 million. Settled salary contracts with Police and City Hall employees. Oversaw a comprehensive review of administrative positions (citywide) and established preliminary contract terms with Municipal Employees Association. Received the League of California Cities Helen Putnam Award in 2006 for Effective Intergovernmental Relations. Resumed full time duties as Police Chief following one year of service as Interim City Manager after recruitment and hiring of a professional City Manager.
