Rachel Pratt



Rachel Pratt is a non-profit and government leader with a keen ability to cut through any issue or situation to see the strengths and opportunities for improvement. Her subject matter expertise lies in the field of child welfare and adoption both in New York City and nationally. She also is a skilled community organizer with a passion for New York City issues and neighborhoods. And she is an experienced trainer, presenter, and group facilitator.

Much of Rachel’s child welfare expertise stems from over 12 years at the NYC Administration for Children’s Services, with nearly three years spent as Assistant Commissioner, managing a staff of 500 with responsibility for more than 17,000 children in foster care. Currently Rachel serves as Chief Executive Officer of the Adoption Exchange Association, a national membership organization and the lead agency in the Collaboration to AdoptUsKids, the Children’s Bureau’s national initiative to recruit foster and adoptive families for waiting children. For ten years at the New York City Administration for Children’s Services, Rachel built the infrastructure to create and manage the City’s foster and adoptive recruitment initiatives.
