Shannon Biteng

Shannon Biteng has worked for the Oregon Department of Human Services (ODHS) for 24 years. In her current role as the ODHS Trauma-Informed Organization Manager, she spearheads the implementation of the comprehensive ODHS Trauma Aware Program. Shannon began her career in ODHS Child Welfare as a Child Protective Services worker. In 2013, Shannon moved to a position as an operations and policy analyst for Child Welfare and Self Sufficiency Field Operations Administration in the ODHS central office. From there, she was a coordinator for the Child Safety Unit. In these roles, Shannon provided training, education, and consultation, which supported best practices, analysis of rules, statutes, policies, and practices for the workforce, and leadership, which enhanced safety, permanency, and service delivery for Oregonians. In 2016, Shannon transitioned to the Marion County Child Welfare office as a Program Manager. During this time, Shannon oversaw the Permanency units, the Visitation Supervision program, and Business Operations. She then served as the statewide Child Welfare Field Administrator and managed the Child Welfare Field Services Unit. Shannon has worked as an adjunct instructor at Portland State University and Linn Benton Community College. She holds a Bachelor of Science in Political Science and a Minor in Peace Studies from the University of Oregon.
