David Nabhan, author of "Earthquake Prediction: Dawn of the New Seismology", is an advocate who has been calling for the creation of an earthquake warning system for the U.S. West Coast for the last two decades. He proposes a plan with zero cost whereby newspapers and other media can publish high probability advisories for elevated seismic risk.
