Libertarian Keen Umbehr is an attorney and businessman who wants to end the state income tax for all Kansans. Umbehr’s high-profile legal victories earned him a reputation as a whistleblower who brings government wrongdoings to justice. In 1996, Umbehr won a lawsuit decided by the U.S. Supreme Court in a 7-2 decision (518 U.S. 668) which established that private contractors have the same First Amendment rights as government employees. Keen Umbehr’s five-year battle through the judicial system earned him the Free Spirit Award from The Freedom Forum in 1998. He was also named a Distinguished Kansan by the Topeka Capital-Journal for 1996. “All Kansans are entitled to 100% of the fruits of their labor,” said Umbehr. “As governor I will work to end the income tax for all workers – a flat tax of 0%,” he said.
