Bern Ruiz

Bern recently served as the FCO in Washington State for the 2015 Wildfires. Most recently, he served as FCO in the Georgia Severe Winter Storms. In 2014, he served as FCO in the Montana severe storms and floods; Deputy FCO in the Pacific for hurricanes and tropical storms in American Samoa, Guam, and Hawaii; and for the tornadoes in Arkansas. Bern served as DepFCO in the Colorado Floods of 2013 shortly after joining FEMA. Prior to FEMA, Bern served as a Program Manager for Training Simulations in the private sector where he developed exercises for managing crisis action and global supply chain operations. During his 30-year career in the US Army, Bern led complex organizations from peacetime to crisis action in demanding environments. He served as an organizational training developer, a strategic planner, a doctrine developer, and a leader in operations research systems analysis. Bern graduated from West Point with a BS in Engineering Mechanics. He holds a MS in Industrial Engineering
