On April 8, 1992 I did something quite unusual for a sitting trial court judge: I held a press conference. (Judges don't do that!) But as a former criminal defense attorney in the Navy JAG Corps, federal prosecutor in Los Angeles and, at that time, trial court judge for 9 years, I had seen first hand why and how our policy of Drug Prohibition was not working. And who better to discuss it than a conservative judge in a conservative county who had never used any form of illicit drugs.
