Dr. Jim Withers used to dress like a homeless person, on purpose. For 23 years, he has been treating the homeless. His one man mission, founded in 1992, became a citywide program called Operation Safety Net. Operation Safety Net is Pittsburgh Mercy Health System's award-winning innovative medical and social service outreach program for the unsheltered homeless population.
