El Niño produces extreme consequences for weather around the globe. The National Weather Service (NWS) has forecast a strong El Niño for the winter of 2015-16. As a result, the NOAA Winter Outlook shows probabilities for above normal precipitation over much of CA, AZ, and southern NV, bringing substantial risk for levee failures, landslides, and flooding. The FEMA Region 9 office, in Oakland, CA has established an El Niño task force, consisting of subject matter experts from federal, state, local, tribal and community partners, who recently participated in a Rehearsal of Concept (ROC) exercise
