Judge Steadman was born and raised in Honolulu, Hawaii. He earned his law degree from Harvard Law School in 1955, where he served as an editor of the Harvard Law Review. After several years in private practice, he took a position in the Office of Legal Counsel of the United States Department of Justice. Thereafter, he served as Deputy Undersecretary of the Army, International Affairs, Special Assistant to the Secretary of Defense and General Counsel of the Department of the Air Force.
