California Senate Bill SB1322 passed earlier this year, signed into law by Governor Jerry Brown, became effective January 1, 2017.The law was designed by activists and legislators to protect minors from being arrested for prostitution. In essence, this was an enhancement of Proposition 35 passed in 2012 that says that minors (under 18) cannot consent to sex in California and, therefore, cannot decide to participate in commercial sex.
