Two 16 year old high school students were charged with five counts of sexual exploitation — a felony – after exchanging sexually explicit pictures using cell phones. Gill discusses how sensible state and federal sentencing reform can help lessen taxpayer burden and increase resources to law enforcement and programs that reduce crime and recidivism.
