In 2010, he was elected as Director of District 3 and three years later was elected as BVA’s National Secretary in 2013. Joe became legally blind in 1998 as a result of an acute exposure to Agent Orange as a U. S. Navy Construction Electrician in the northern regions of South Vietnam decades earlier. He served two combat tours in Vietnam during the 1960s.
