In the 1980s after the shooting of a mentally ill individual, the Memphis Police Dept decided to take a new approach to handling people in crisis. They developed the model for the CIT (Crisis Intervention Team), whose goal was to train law enforcement, mental health provider agencies and individuals and families affected by mental illness how to deal with someone in crisis.
